Меморандум про співпрацю між Вараською міською радою та Посольством Словацької Республіки в Україні

7 липня 2021 року міський голова Олександр Мензул підписав у Києві Меморандум між Вараською міською радою та Посольством Республіки Словаччина в Україні.

 МЕМОРАНДУМ ПРО СПІВПРАЦЮ
між Вараською міською радою та Посольством Словацької Республіки в Україні
(надалі — Сторони)

MEMORANDUM OF COOPERATION
between the Varash City Council and the Embassy of the Slovak Republic in Ukraine
(hereinafter referred to as the “Parties”)

Усвідомлюючи тенденції підвищення ролі міст та відповідних місцевих органів влади у сучасних національних та міжнародних процесах. Приймаючи до уваги динаміку та перспективність участі міст у міжнародному співробітництві. Визнаючи спільний інтерес у просуванні міжнаціональних прагнень міст. Зважаючи на суспільне значення активізації міжнародної іміджевої роботи. Керуючись Законом України «Про місцеве самоврядування в Україні» та Законом України «Про транскордонне співробітництво», Сторони домовились про таке:

Acknowledging the growing trends of the role of cities and the relevant local authorities in modern national and international processes. Taking into account the dynamics and prospects of the participation of cities in international cooperation. Recognizing the common interest in promoting the international aspirations of cities. Considering the social importance of intensification of international image work. Guided by the Law of Ukraine "On Local Self-Government in Ukraine" and the Law of Ukraine "On Cross-Border Cooperation" the Parties agree as follows:

Стаття 1 / Article 1

Розвивати взаємне співробітництво з метою подальшої реалізації прагнень Вараської міської ради через обмін інформацією та досвідом.

To develop cooperation with the aim of further implementation of the aspirations of the Varash City Council through the exchange of information and experience.

Стаття 2 / Article 2

Сприяти поширенню ідей, цінностей єдності в Україні тарозвитку міжнародного співробітництва між містами.

To promote the dissemination of ideas, values of unity in Ukraine and the development of international cooperation between cities.

Стаття 3 / Article 3

Докладати спільних зусиль щодо інформаційної та методологічної підтримки громадських організацій в рамках їх участі у міжнародній співпраці між Вараською міською територіальною громадою та містами Словацької Республіки.

To make joint efforts to support public organizations informationally and methodologically within their participation in international cooperation between the Varash urban hromada and the cities of the Slovak Republic.

Стаття 4 / Article 4

Активізувати використання існуючих форм та способів співробітництва, обміні нформацією щодо перспектив та механізмів реалізації спільних проектів, спільний розвиток потенціалу державних установ за допомогою словацько-українського транскордонного співробітництва та підвищення доброчесності в державних справах.

To intensify the use of existing forms and methods of cooperation, exchange of information on prospects and mechanisms for implementing joint projects, joint development of state institutions with the help of Slovak and Ukrainian cross-border cooperation and increase of integrity in state affairs.

Стаття 5 / Article 5

Будь-яка діяльність в рамках цього Меморандуму регулюється цим Меморандумом та Додатковими протоколами до цього Меморандуму. Сторони домовляються, що положення цього Меморандуму не є конфіденційними та можуть, при необхідності, надаватись кожною із Сторін іншим зацікавленим особам. Сторони домовляються, якщо інше не буде погоджено Сторонами, що кожна з них самостійно несе власні витрати стосовно реалізації положень цього Меморандуму.

Any activity within the Memorandum is regulated by the Memorandum and the Additional protocols to the Memorandum. The Parties agree that the provisions of the Memorandum are not confidential and may, if necessary, be provided by the Parties to other concerned persons. The Parties agree unless otherwise agreed by the Parties that each of them independently carries its own expenses regarding the implementation of the provisions of the Memorandum.

Стаття 6 / Article 6

Сторони розглядають цей Меморандум як декларацію про наміри, що не призводить до юридичних чи фінансових наслідків або зобов'язань для будь-кого з них. Меморандум не є попередньою угодою та не є таким, що встановлює будь які зобов'язання Сторін щодо укладання в майбутньому угод на умовах, визначених у цьому Меморандумі. Жодне з положень цього Меморандуму не перешкоджатиме будь-якій із Сторін укладати інші угоди з іншими особами. Всі суперечки відносно тлумачення і застосування Меморандуму будуть вирішуватись шляхом консультацій між Сторонами. Всі зміни та доповнення до цього Меморандуму оформлюються письмово та за згодою Сторін. Цей Меморандум набирає чинності від дня його підписання та зберігає чинність положень протягом невизначеного строку. Кожна зі Сторін у будь-який час може повідомити іншу Сторону про бажання припинити дію цього Меморандуму шляхом письмового повідомлення.
Цей Меморандум складений у двох примірниках, кожний українською та англійською мовами, при цьому всі тексти мають однакову силу.

The parties are considering the memorandum as a declaration of intent that does not lead to legal or financial consequences or obligations for any of them. The Memorandum is not a preliminary agreement and is not such that it establishes any obligations of the Parties to conclude future transactions on the conditions specified in the Memorandum. None of the provisions of the Memorandum will prevent any Parties to conclude other agreements with other persons. All disputes regarding the interpretation and application of the Memorandum are to be decided by consultations between the Parties. All changes and additions to the Memorandum are to be issued in writing and with the consent of the Parties. The Memorandum shall enter into force on the date of its signing and retains the validity of the provisions indefinitely. Each of the Parties can at any time notify the other Party of the desire to terminate the Memorandum by written notice.
This memorandum is compiled in two copies, each in Ukrainian and English, while all the texts have the same force.
